Instructions for paying property tax
Property tax bills are mailed to all property owners (or their mortgage companies) on July 1 of every year. The yellow bill is for Carnegie Borough and the white bill is for Carlynton School District.

In the upper right-hand corner of each bill you will see three amounts. Your options are as follows:

  • 2% Discount - Paying early earns you a 2% discount if the bill is paid on or before August 31. Checks must be both made out correctly AND envelopes postmarked by August 31 in order to qualify for Discount.
  • Face Tax - The actual amount of tax owed without discount. Checks must be both made out correctly AND envelopes postmarked by October 31 in order to qualify for Face.
  • 10% Penalty - If your tax bill is paid after October 31 a 10% penalty is assessed. The penalty period ends December 31 after which the tax bill is considered delinquent and is turned over to Jordan Tax Service for collection. JTS will add further interest and fees.

Installment Payments: You have the option to pay School taxes in installments if you wish. Installments are available at the Face amount only and are available for School taxes only. Installment payments are due Sept 30, Oct 31, Nov 30, and Dec 31. In order to qualify for Installment payments your first installment must be received no later than Sept 30.

To remit payment by mail follow these instructions

  • Checks should be made payable to: Jordan Tax Service, and mailed to 102 Rahway Road, McMurray, PA 15317.
  • If paying by mail, include the four-digit Account Number and Lot/Block on your check.
  • Receipts: If you wish to receive a receipt, enclose both copies of your bills along with a self-addressed stamped envelope and a receipt will be mailed to you. Receipts cannot be mailed without both an envelope and a stamp.
  • If you do not want a receipt, enclose the top portion of your bill with your payment so that your account is credited properly. DO NOT MAIL CHECKS WITHOUT A BILL OR INSTALLMENT PAYMENT TICKET.
  • If you wish to pay in person, Tax Office hours for July and August are printed on the bill.
  • If your mortgage company pays your taxes, the tax bills should be mailed directly to them. If necessary please forward the enclosed bills to your mortgage company.
  • NOTE: We strongly recommend mailing payments before the deadline in case the mail is delayed.

Q. How much will my taxes be next year?
A. Millage rates may vary slightly from year to year. The Borough sets its millage rate in December or January, and the School District sets its millage rate in May or June. Once the millage rates have been announced, tax bills are calculated by multiplying assessed value times millage. To figure out how much your taxes will be, multiply the assessed value of your property times the millage rate. As an example, for a house valued at $100,000 that is being taxed at 6.75 mils, multiply 100,000 times .00675 to figure out the tax amount (in this example, $675.00). If the house is being taxed at 22.502 mils, multiply 100,000 times .020584 to figure out the tax amount (in this case, $2,058.40).

Q. What are the tax rates?
A. Carnegie Borough's tax rate is 7.5 mills ($0.75 for every $100.00 of property value). Carlynton School District's tax rate is 20.584 mills ($20.584 for every thousand dollars of property value).

Q. How is the tax year accounted?
A. Carnegie Borough's tax year is a calendar year, January through December. Carlynton School District is on a fiscal year from July 1 through June 30. However tax bills are mailed together on July 1 of each year.
